Winter, by a clear margin: a Sydney household uses about 35% more electricity in winter than in spring, and about 23% more than in summer.
This is why a single "average bill" figure is close to useless on its own. The same household, in the same house, with the same habits, produces very different bills depending on which three months the bill covers.

What makes Sydney different
Sydney sits in the warm temperate zone, which also covers the Central Coast, Newcastle and the Illawarra. Sydney households use more electricity across the year than Melbourne or Adelaide households do, largely because far less of the heating and hot water here runs on mains gas.
