Summer, and Brisbane is the only one of these four cities where that is true. It is also the steadiest across the year, because a Brisbane winter asks for so little heating. About 16% separates the busiest quarter from the quietest here, against nearly 38% in Adelaide.
This is why a single "average bill" figure is close to useless on its own. The same household, in the same house, with the same habits, produces very different bills depending on which three months the bill covers.
